Hubert N. Sparks, of Phoenix Arizona passed away June 6, 2023, after a lengthy battle with cancer. He was 85.

Hubert was born in Brooklyn, New York on October 20, 1937, to Eric and Hazel Sparks. After graduating with a BBA from the City College of New York, Hubert served in the U.S. Army and later began a 50-year distinguished career working for the U.S. Government. Hubert was appointed as the first inspector general of the Appalachian Regional Commission in 1989 and was the first Inspector General of the Denali commission. He served 29 years in oversight roles at the Office of Inspector General at the Departments of Agriculture, Homeland Security, and Veterans Affairs. He was a member of the Council of Inspector Generals on Integrity and Efficiency and served on the President's Council on Integrity and Efficiency.

Hubert married Mary Ann Serovich of Mt. Carmel, Pennsylvania in Upper Marlboro, Maryland on January 24, 1969.

Hubert spent much of his free time traveling with Mary Ann, with adventures spanning across the globe. He also had a passion for National Parks, and a love of sports, particularly baseball. He also enjoyed many years of golfing with a close circle of friends.

He is survived by his wife Mary Ann, his son Paul, daughter-in-law Kelly, and his grandson Andrew.

Services will be held at the Divine Redeemer Church in Mt Carmel, PA on June 14th, 2023 at 10:00 AM. Burial will follow in Our Mother of Consolation Cemetery, Mt. Carmel Twp. In lieu of flowers, the family requests donations be made to Baruch College, Donate to Baruch
